Substitute for Utility Bill

The request was made to furnish 2 Utility bills to support the ongoing citizenship application.
Unfortunately, utility bills are not available. I wonder what else can be furnished instead.

Government issued proofs such as P60 (for 2019 onwards P60 replacement ‘Employment detail summary’), Property Tax or Social Welfare documentation
Mortgage Statements

You may also use:

Bank statements showing direct debits for wages, utility bills
Wages payslips to support P60 and Employment detail summary
Rental agreements
Spouses Revenue documentation
Utility bills such as Electricity, Gas, Water, Fixed line telephone, Fixed line internet, Fixed line TV
School letters for children
Employment letter for Spouse

Are you simply struggling to find 3 proofs for each year? Or are you being requested by ISD to submit 2 utility bills?
If it’s the former, as Stanina mentioned, you have a number of alternatives that you can use. If it’s the latter, then you have to either find 2 utility bills, or explain to them why you didn’t have them (e.g. shared accommodation, utility covered by landlord, utility covered by other occupants etc). You should write a detailed explanation, and if possible, get a letter from whoever paid the bills along with the utility bills in that person’s name.
