Confused with the "4.Documents" section

I’m filling out the spouse visa online and under section "4. Documents” it states that I need to provide:

Any relevant declarations or third party consent to request verification checks

I have no idea what this means. Can someone help?

Declaration # 1 & 2 is for applicant & sponsor respectively whilst 3rd one is irrelevant as the third party support isn't allowed.

I'm on the declaration section of my spouse visa application.

There are 2 questions which I'm not too clear about:

Is the account with a bank or utility company for which you have supplied information and supporting documentation held jointly by you and other people?

---------
Does the account with the bank or utility company for which you have supplied information and supporting documentation relate to another person who is to provide you financial support?
---------

The utility bill that I have supplied is joint name with my husband. He is not "other people" or "another person". So should I check NO for both questions?

I have the following statements issued to both our names:

Aug 2018 - Utility Bill
Dec 2018 - Utility Bill
Mar 2019 - Council Tax
Sep 2019 - Utility Bill
Feb 2020 - Water Bill
Jun 2020 - Utility Bill (Different Company)

My questions are:
1. I have 3 bills from the same utility company (Aug, Dec and Sep). Does it matter or should no. of sources be the same?

2. The bills are from Aug 2018 till Jun 2020. One month short of 2 years. Will this be OK or does it have to be exactly 2 years?

1. Evidence from same source can be repeated provided be conjoined with other sources too usually from 3 sources.

2. An even gap of 3-4 is pretty normal.

Due to being the application form & checklist as generic which covers all scenarios, most probably it isn't directing towards you who is fulfilling the standard requirement. Usually such question is asked to reply where a truthful answer is given without supplying anything.
