Switching from Tier 2 to EU pre-settled status

Hi everyone!

I wanted to see if anyone had a similar situation and could advice on the process.

I have an EU pre-settled status and my fiancé is on Tier 2 visa. We would like to get married and ultimately for him to get and eu pre-settled status as well, but not sure what are the steps / if he is allowed to do this in the U.K.

Does anyone know:
1. Can we get married in the U.K. without him switching to a different time of visa (EEA family permit)
2. Once we are officially married - can he apply to EEA pre-settlement directly or he would need to exit the country/have EEA family permit ?
