Indefinite Leave to Remain Visa : Child Benefit

Hi

After three years on Tier 1 Exceptionally Talented Visa, I have obtained Indefinite Leave to Remain visa myself this year 2020.

I have a spouse and two children born in Japan. They are currently dependent visa in relation to my Tier 1 visa. They are going to apply for their IRL in 2022.

Can I already apply for child benefit for two of my children under 16?
Would this affect their visa application in the future?
