Indian citizen applying for student visa to uk from Portugal

Hi,
My brother is in Portugal with work visa. He is an Indian citizen. He is planning to do Master's in UK. My father who is in India is sponsoring for my brother's studies and accomodation.

Please let me know if my brother has to apply student visa from India or he can apply from Portugal itself?
If ,he can apply from Portugal please let me know where can I find the details to apply.
