New ICT Tier 2 VISA rule as per new Points Based System

As per the new Points Based System:

The cooling-off period will be simplified so that Tier 2 (ICT) migrants must not hold entry clearance or leave to enter or remain as an intra-company transferee for more than five years in any six-year period. There will continue to be an exemption for high earners.
Within the UK Tier 2 (ICT) migrants will be able to switch into Tier 2 (General) from within the UK subject to meeting the requirements.

Me and my wife are in 3rd year of ICT in UK. Does that mean if a company is ready to sponsor General VISA then we can switch from ICT to General within UK without serving 12 months cool off period?
