Citizenship Ceremony cancelled due to Covid-19

Invitation letter date: 28/09/2020
Invitation letter received: 16/10/2020

Called my council (Liverpool) and i was told they haven’t received the certificate yet

i received my approval via email back in June the 29th and i received my invitation letter on friday via the post.

My council is Westminster as well. I applied in mid February and am still waiting. As far as I understand the application was processed fairly quickly (in April they told me a decision was made), but then certificates are not being printed for some reason.
As some of the members posted, you can try filling out the ceremony booking form on Westminster website and if they have your certificate it will go through - this will help you rule out the possibility that the council got your certificate but you never received the letter.

Hi All,
Hope you are keeping well. Massive thanks to the coordinators and contributors of this forum! Its been a massive help.

Is anyone from Oxfordshire County Council? I received my invitation on 28/09/2020 dated 01/09/2020 (I applied in 09/03/2020 got approval email 09/06/2020). I have been trying to get my ceremony booked but the council says they are yet to received certificate from HO.

Below is the reply I received on Friday 09/10/2020 from the registers office


Good Afternoon,

Please be aware we are still waiting for certificates to be delivered from the Home Office, there is an issue with the courier service they use which we have raised with them.

If you have received a letter from the Home Office stating you need to contact your local authority to book a ceremony with in 21 days do not worry due to the pandemic this is no longer being enforced.

As soon as we receive your certificate of naturalisation from the Home Office we will send you an invitation to the earliest available ceremony date.



Thank you for your patience during this time.

Is anyone else in similar situation ?

Thank you - good to hear. Yes, I did try that a few times and no luck. I will call them again at some point just to nudge. I understand Westminster is one of the busiest councils in terms of naturalisations, but this is a bit ridiculous. I am a few days away from 5 months since approval and no sign of life..

He might have to wait until early November before the Home Office does anything. They had communicated a self-imposed deadline to send out invites for everyone approved before 7 August by the end of October.

However, I do not think that it is necessary to wait until the end of October to check with the local council if his citizenship certificate might reached them, although he invitation letter hasn't come in yet. Some members have advised that their councils had allowed them to attend ceremonies without the invitation letters, but provided their certificates had arrived. In fact, the certificate is key,as it can in theory be handed over without a written invitation, but the invitation itself is useless without the certificate.

Therefore, my advice would be to check with the local council if the certificate has arrived - the certificate number is the same as the HO reference number on the approval letter, starting with 2 - and if so, he can explain the situation and ask if he can receive his certificate at the ceremony by bringing his ID and perhaps also the approval letter, but without the invite, because it has not reached him yet.

If the certificate has not arrived at the local council, the only other authority to raise it with will be the Home Office. I would recommend that he write up a letter addressed to the Citizenship Ceremonies Support Team, Nationality Group, send it via special delivery and follow up with a phone call on Monday, 2 November 2020, i.e as soon as the said self-imposed Home Office October deadline has passed.

thank you so much for the advice..unfortunately, he only received an email saying that his application was successful..the email was just a reply because he followed up his case..so it was not the actual approval email..so we do not have any reference number..any alternative number to give to the council?

I am still waiting for invitation letter. I called HO about three weeks ago and they said I should receive it by the end of October. Let' see. I will update you when I finally get it.
