Fresh Indian passport application place of birth confusion

Hi all

I am applying Indian passport for my new born son. I already registered his birth in Indian embassy and got birth certificate. I have doubt about place of birth. UK birth certificate mention hospital and town name as place of birth but birth registration certificate from indian embassy mentions county name as place of birth.
I am confused what to provide while filling passport application.
In summary:
Place of Birth in UK birth certificate : Hospital name , Watford (Council)
Place of Birth in Indian embassy birth certificate : County of Hertfordshire.
Place of Birth in Passport application : NOT SURE
