When the UK was in the EU, lots of companies had a 'no expats' policy, because there were 500million 'local' Europeans. Now the local population is only 70m, so most companies will consider good applicants from the >6 billion expats.
But you do need to start with a job/contract offer. If you are searching
1. Keep your CV succinct: The first half of page 1 is your 'shop window' to make the reader want to continue
2. It is a full time job to get a job. Don't just put something on LinkedIn and wait for offers to roll in! Expect to make 5-10 applications a day, at least 5 days a week. With 100-200 applications a month, you will almost always get a job offer or two within 3 months.
