Hello All,

Happy New Year!!

According to INIS website "This card replacement programme will apply from 1 January 2021 and be administered by the Immigration Service of the Department of Justice for all applicants nationwide through an on-line renewal system available at https://inisonline.jahs.ie."

Any of you who is unable to submit the application, you are not alone because INIS can't organise a piss-up in a brewery.

First of all, there is no form for people who is living outside Dublin/Dublin County.

Secondly, even if you chose the form Dublin/Dublin County form (which is the only option available) which gives you an option for "Withdrawal Beneficiary Agreement" scheme, you can't submit the application to exchange coz your card expiry should not be more than one month from today for renewal. But this not a renewal, just an exchange.

Please feel free to share if you have any thoughts.

I tried to go about the same, I was unable to. My only option is to hope that the bug is fixed and the necessary algorithm added to make this user friendly for us who want a card replacement.
As you said there is no way to do this with the current online service platform.
I will wait till Monday before writing the department of Justice.

One of my friends and I have already emailed EU Treaty rights. Hoping to hear from them.

May I know are you outside Dublin and when does your Stamp 4 EUFAM expire?

Wow, exactly same here. Ends September n outside Dublin county.

Please email EU Treaty rights to call-out the issue. The more emails they get, the better.

By the way you can still apply for EU3 Permanent Residence with the current card.

You may keep us posted how it goes.

We are so confuse about the INIS online card replacement portal . its seems to me that is not the right one portal like only for Dubliner kinda joke .
I need some instruction regarding card replacement scheme.

they stating that .....
(You will be asked to confirm that you have been exercising EU Treaty Rights to reside in the State on or before 31 December 2020 and continue to do .)

are they asking proof of exercising EU treaty rights from British citizen or from non eu applicant ?

Welcome to the club. As per my 1st message in this thread, there is a glitch which is preventing people to apply for the replacement card. I have already emailed EU Treat myself to review this as a matter of urgency to catch their eye on this issue.

I would urge you to email eutreatyrights@justice.ie stating you are unable to apply for the card.

INIS didn't go a great job in this instance in rolling out this scheme and their lack of testing is apparent.

May I know when does your Stamp 4 EUFAM expire?

From the non-eu applicant. You need to upload just the following docs:

- Non-eu dependent's (the applicant) current passport biometric page
- Current IRP Card
- Evidence of residence in the state- Just one of these docs (latest bank statement or utility bill or letter from landlord or letter from mortgage provider, local council etc)

We are agree with you that INIS didn't go a great job in this instance.
my hubby current card expiry date 09/ 2023 and we are outside of Dublin .
its seems my hubby cant travel back home and come back ireland on his current card stamp 4 eufam .
one the other hand i heard that in new replacement card scheme INIS gonna give one year permission who are currently holding stamp 4 euam .?

My understanding is your new Stamp 4 card should have the exact same expiry as your current EUFAM as it is merely an exchange.

You have 1 year to apply for the card which is till 31st December 2021.

Where did you get the information about 1 year permission?

some of my hubby work friend shared their views regarding new replacement card scheme,
they says it might be possible they will grand 1 year permission who are currently holding stamp 4 eufam .
but its still not clear that are they able to travel back their home country and come back to ireland on current stamp 4 eufam ??
however i know people got 1 year to apply for the card which is till 31st December 2021.

Great. Do keep us posted!

I wont travel without the new card coz your EUFAM is no longer valid now as per below FAQ). Which means, the non-eu family is likely required to have a re-entry visa to Ireland with the current card.

So wait until INIS comes back to you coz the glitch in the website should be a straight forward n we can only hope it doesn't take long to fix once they get the ball rolling.

Please review the following FAQ:

Q.9 What happens if I don’t apply?

A. After the 31 December 2020, your current EUFam card is no longer valid
and will not be accepted as proof of permission. Without a new Withdrawal
Agreement Beneficiary card you will not be in permission and thus will not
be able to claim your rights.

Nope. Following is the information from INIS Website:


"Q.6 How will I receive my Irish Residence Permit (IRP) Card/Withdrawal
Agreement Beneficiary Card?

A. Your Irish Residence Permit (IRP) Card will be sent to the address you
provide by Express Post and should be received within 5-10 working days
from the date of finalising your application."


"When you receive your new IRP card, please safely dispose of your existing IRP card as it will no longer be valid."

Seems to be offices are closed untill 31 jan

I'm in the same boat, I received this email below so let's hope in a few days the system will be up and running.

I refer to your recent email in relation to the replacement of your
husband's EUFam card and in particular that online system indicates that
applications can only be submitted in respect of cards that are due to
expire within one month and from residents within the Dublin area.

The online card replacement process is being administered by the Burgh Quay
Registration Office. We have received a number of emails such as yours
that suggest that there some glitches with the online system. I have
brought this to the attention of the Registration Office to address any
technical issues as soon as possible.

I would recommend that you try to apply again in a few days time. I will
endeavour to contact you again when I receive an update from the
Registration Office.

Technically no I think because UK is no longer part of the EU and EU Treat Rights no longer apply to us.

We still can continue to reside in the state with our family members and enjoy the benefits of EU Treaty Rights based on the fact that we did exercise EU Treat rights before 1st Jan 2021 and hence protected by the Withdrawal Agreement.

The irony is, when you fill in the EU3 form for Permanent Residence, we will be filling in our details in EU section.

Members you may correct me if I am wrong.

just got a reply from the EU treaty rights section, it might be helpful for someone who is planning to apply for EU3 or Naturalisaion in 2021
