Is it possible to buy insurance for an overstayor plz as they aren't allowed to use NHS?

You have to check the terms of the insurance policy for any exclusions. They may happily sell a policy, but not pay for any claims.

The insurance company will immediately suspect that because an overstayer cannot use the NHS, that this person is in need of medical treatment, and therefore likely to be buying the insurance so he / she can make a claim, rather than buying it hoping you won't need to use it.

Plus, how can an overstayer pay for medical insurance without working illegally, and not contributing tax and NI? So to help this person is aiding his / her ability to stay in the UK without leave to remain, and therefore I would expect an insurance company would refuse insurance.
