Settlement Scheme- non EU spouse of dual EEA and British

Good evening All,

Was browsing through the forum but cant find answer to my question.
Non-EEA spouse of dual British and EEA citizen (British citizenship was aquired after excercising treaty rights in the UK) shoukd apply for the EU Settlement Scheme using paper application as this should be done as Lounes case, correct?

This application should be ordered from HO via phone, is it right?
