7 Years Route Kids

Hello,
My kids will complete 7 years in UK with Child Student Visa. Can they apply for private life alone.
As per clause they can apply if they are under 18 and you’ve lived in the UK continuously for at least 7 years, and it would be unreasonable to expect you to leave the UK.
What are the chances of getting the visa for them as none of parent are having settled visa in UK.

Is it possible for the kids under 18 (after completion of 7 years stay, under 7 year route) to apply alone even though their parents don't hold any permanent stay in UK.
