Stamp 4 EUFam visa's eligibility for pensions (non contributory)

My parents Non-EU elderly dependents (over the age of 66yrs) have EUFAM stamp 4 visa in Republic of Ireland. Can they apply for State Pension (Non-Contributory)?

Would it affect their Citizenship Application?

Can any one shed some light please. Thank you

Means tested benefits are not allowed.

As the chances of refusal for Citizenship is high from what I heard, it is interesting to see how people with Medical Card (which is means tested) gave got Citizenship in the past.
