Residence rights and Teir 2 general Visa

Dear Immigration Board.

I am currently in UK , on teir 2 general Vidal. This my fifth year of residence.

I am from India , and today the UK government put us on the red list of countries. I have a journey to make to India see my family and return.

However , returning has a condition saying that only British/Irish national or Indian nationals with residency permits can enter and should go for managed quarantine.

My query , will I be allowed to return to UK?
With Teir 2 general am I considered to have residency rights
