Red List Country - Quarentine

I have two questions.

1) can you fly to a non-red list country from a red list country and fly into UK from there after 10 days and avoid Hotel Quarentine?

2) do people on spouse visa have residence rights? And are they allowed to travel to UK from a red list country?

"If you are a British or Irish National, or you have residence rights in the UK, you will be able to enter. You must quarantine in a government approved hotel for 10 days."
