Which date considered the submission date for standard online Set LR application?

Hi there,

In next couple of months I 'll apply Set LR for my Mrs.

I just need to know which date considered the submission date for standard online Set LR application?

1- The Date I will complete the form and pay the Fee ?
Or
2- The Date I will upload all my documents and submit biometric at UKVCAS / Sopra Steria centre?

Date of application is the date your submit and pay online.
