Switching from Tier 2 general to Skilled Worker (New Tier 2 )

Hi

My husband is on a Tier -2 general visa since Jan 2017, If he needs to change employer / Job now the

1. Will this be a new tier - 2 Skilled worker Visa?
2. Will this result in a reset of the clock? the 4.5 years in Tier 2 general will no more be considered?
