COVID concession for visa switch within uk (visa-free visitor to partner visa)

Hi I am in the uk visa-free.

I am applying for pbs dependent partner visa which typically requires me to go back to home country and apply there. However, the visa center back home is closed.

Also, I have obtained exceptional assurance due to travel restriction to stay in the uk for a while longer.

Can I apply within the uk? The several uk home office guidelines seem to be rather vague on this.
