Is it true UK will be allowing visa without job offer? Any idea when this will start?

Unclear when or even if, such a route would be available. And you can be sure, it will not just be an easy walk through the door for all and sundry either. There will still be specific requirements for anyone to qualify.

UKVI learnt a hard lesson with the extensive abuse of the Tier 1 General visa route and they will most certainly not wish to repeat that.
