By daughter was born in Holland and lived their first 4 years. Is their anyway she can apply for Dutch citizenship?

I doubt it. See the ways to acquire Dutch citizenship on the IND.NL website by option or by birth/acknowledgement.

None of them apply (or appear to apply) in the case of your daughter.

Be aware that most countries in the Old World require at least one parent to either be a citizen or a permanent resident for their child to acquire citizenship automatically.
