FIRST PROVISIONAL DRIVING LICENCE

Good day,
Please my spouse just arrived into the UK from Nigeria, I need to apply for her provisional driving license and I saw that applicants need to stay 185 days in UK before applying, I would like to know if this is a new rule as I applied for mine this same year less than three months in the UK and was issued.
