Stamp 1 Renewal, Private Insurance ?

Hi,

I'm looking to renew my Stamp 1, can someone confirm is Private insurance is a must for renewal ?

I have read the document of requirements, it says insurance is a must but I also read here some months back that is is not mandatory.
