Visit Visa Refusal.. Query

So my brother in law applied for a Visit Visa back in 2018. He was working (self-employed) alongside studying. However he didn't declare his education and only mentioned the self-employment. At the time he was 20 years of age when he applied and now he is 23 years old. He deposited his earnings randomly which caused the ECO to doubt. The visa was refused on the following grounds (see below attachment).

He has since stopped working and has completed his Degree (Open University). He is currently waiting for educational institutes to reopen so he could enrol onto another University programme to continue his further education.

Now the ECO in the refusal wasn't satisfied that he was genuinely employed and that was his actual financial position (which he had stated) will this come under false representation? We have to declare that he applied in 2018.

His brother is terminally ill and in the end stages of his life hence wants to meet his brother due to receiving palliative care.

How to go about this? Please advise.

Large sums deposited without supporting the income maybe the case worker considered the sums as money borrowed just to make up transactions and show a large income / balance and it does not tally.

How do we go forward from here?

This application was refused about 3 years ago.

Hello Exquisit33, not sure this answer is still relevant but for might help others looking for something similar,

I think the ECO here is looking for the origin of funds in your brother-in-law's personal account and cannot verify that the funds available are legitimately obtained and available to use. In a situation like this, it would be good to add a business bank statement showing regular(once a month) money transfers to a personal account along with a business registration document, tax return document, proof that the business is in profit along with other social ties to home country.
