Council Tax - Single person discount

Hi there,

I have just rented a one bedroom flat and my council tax bill has 25% discount because I am a single occupant staying in the flat. I am currently on HSMP with no recourse to public fund. Please advise if the council tax single occupant discount is public fund?

I am confused and I wrote to the council but they haven't responded yet.

This will not be considered as recourse to public fund. I have called my council and found out. So, if you staying alone, you get 25% in council tax

I am afraid it is not. See below from DWP website:

Council Tax Benefit
What is the council tax?
The council tax is the way that you help to pay for the local services that your council provides. Each council sets the level of the council tax for its own area, but the amount you have to pay depends on the relative value of your home. Discounts will be available where, for example, there is only one adult in the home. There will be one council tax bill for each dwelling, which will usually be payable by the owner-occupier or tenants or joint tenants, including council tenants. Where there are two or more people who are joint owners or tenants, they will both be liable for the tax.

Council Tax Benefit
If you have to pay the council tax you may be able to get CTB towards what you pay. CTB is a rebate scheme to provide help with up to 100% of the council tax.

Let's be categoric here. The 25% single occupant discount is not Council Tax Benefit. They are two totally separate things.

Single occupant discount is given based on the fact that a single occupant uses less Council services ... and is given irrespective of income. However CTB is given to a low-income person or family, solely because of of that low income.

Single occupant discount is not within the definition of Public Funds .... whereas CTB is.

no a sinble person discount is not a benefit, I have claimed a single person discount and applied for extension of my HSMP the very next year and I wasen't asked any questions.
