Early request for a paper application

Hi everyone,
My question is: is it possible to request a paper application for pre-settled status before arrival?
The problem is that the person in question cannot stay here for longer than 4 weeks.
It is a non-EU mother joining her EU daughter. (mother is a permanent resident of EU country)

and another question. Mother is not financially dependent on her daughter. Which category does she fall in?
