Second masters

Can I apply for second masters as my first one my dissertation as failed and my university is charging me again 5k pounds so I am thinking to apply for second masters can you please help me in this

That's not an immigration matter at first, but an academic decision by the university whether to offer you a place on the cours, and only then whether to sponsor you for a student visa.

The immigration angle comes later because any new Student visa application would need to be made in your home country because of the academic progression requirement.
