Sweden directive 2004/38/ec does not apply?

Hi all

I am an eu citizen wishing to travel to sweden for less than 90 days with my russian wife. I contacted the swedish embassy in moscow and they said that i need to proof that 'the eu citizen will more to sweden' for my wife to be able to get her visa???
