Yes, thats what I did with my child's application. I didn't have the certificate but online tracking says it is printed and then I assume you should be fine as well.
Depending on who you meet at the desk, they might demand citizenship certificate but just insist its not applicable in your case and ask to speak to manager if they still refuse. I needed to write a letter on the spot to explain the circumstance of the child holding dual citizenship and how the child is eligible for Indian passport at birth, so I suggest prepare that letter in advance in case if they ask.
I really didn't read hear about the OCI application for ROA case otherwise I could have asked them but if you happen to have a chance ask the VFS what exactly we need for our case and update here.
