Pre Settled within UK and Children over 18

Hi
i have two questions.

Q1 : Father has Pre Settled status. His children have Italian passports. If they come to UK and apply for pre settled status in the UK on the basis of children of EU national who has pre settled status will it be possible or they have to apply from abroad EUSS family permit and join father ?

Q-2 If children are over 18 but under 21 years old and they want to join EU father who is already in the UK then will age will be an issue ? if over 18 and under 21 years old any specific documents required?
