Best EU countries to buy a home

Taking all costs into account - closing costs, capital gains taxes, inheritance taxes, annual real estate taxes - which European countries have the lowest costs for the purchase and eventual resale of a primary residence? Thanks in advance.

Best to find an international real estate consultancy or forum rather than asking here on the immigration boards.
