Spain visa refusal

Hi , This is my first post. My mum applied from pakistan and got vis refused as purpose of intention and doubts on their returning before visa expired.

last year she joined Eu family and got Pre-settlment.
From Uk she applied again schengen visa but refused on same reasons .Even she has the Uk BRC ,pension,free nhs.

What she should now Can should apply new application or appeal and how to convince to return back and purpose of visit reliable.

If you are at 2 Schengen refusals, just stop applying please as more applications would just make things worse.

Possibly, when she gets the Settled status, she will be in better position to apply again. If her EEA national is Spanish or she has family in Spain, they could be thinking that she is willing to immigrate to Spain or EU by seeking entry as a visitor then applying under some immigration route once there.

Sadly when it comes to visitors visas, you don't have much appeal options when facing a refusal.
