Departure date too early Schengen Visa

Hi,
I applied for Schengen Visa on 4.07, with starting date 27.07 (attached tickets for 27.07 too). The visa was on 14.07 refused, because sponsor didn't answer phone on time. I applied to re-process the application on 18.07. But still no response. They have 14 days for that, so max date is 1.08. It's after applied starting date, confirmed by flight ticket.
My question is: do I probably get refusal, if decision would be taken after 27.07? I can delay my travel for few days, but question if consul would treat information as false.
