EUSS FP (Is it still valid)

Good evening Respected Seniors,

It's been a long time since I have been to this gigantic ocean. Someone asked me if he can prove that his family member (2 brothers) and mother were and still dependent on him financially before 31-Dec-2020 he can provide documents from 2015.

Will there be a chance to get EUSS FP for the aforementioned family members?

Please advise?
