Claiming Child benefit

I am the lead applicant for my family, my family still has to make ILR application.
My situation is as follows:
1. My family (wife and 1st child, born outside UK) have completed 5 years and 2 months of stay in the UK. They currently have a dependent visa in the UK until 2024 December.
2. My 2nd child was born in the UK before I got ILR. Now this child is 3 years old and also has dependent visa in the UK until 2024 December.
3. I received ILR in April 2022 and will complete 1 year of stay in 2023 April. So I should be eligible for starting the British passport application next year.

I request suggestions on my questions:
1. Can I apply for child benefit for my kids in the current situation as I have ILR for myself (given they will be applying for settlement soon)?

Technically NO. As you're trying to collect on behalf of someone that doesn't have access to public funds.
No sin in failing, you just have to try and try again!
