Applying for Tourist visa and join family together

My Filipino partner would like to apply for a tourist visa in the hope of coming here soon so as to meet my mother before she dies. Is it possible to apply for a tourist visa at the same time as applying for a join family visa?
I feel confident she would be granted a tourist visa as her daughter is Irish and she has a business and house in the Philippines but the join family visa is more difficult and may take longer.

I don't think it's allowed to apply for both visas at the same time. Tourist visa would be easy enough as long as she can show funds and proofs that she will return home or else you can show proofs that you can support her with money in bank, salary etc etc
