ILR Set(O) application questions

Hi,

This might get answered somewhere but I couldn't find it.

I am preparing ILR Set(O) application through 5 years Skilled Worker.
My Visa issued on: 07-03-2018
I arrived in the UK: 04-04-2018

1. Other threads suggest the 28 days rule is based on the Issue Date, so I can submit the application on 8th Feb 2023, is this right?
2. Date of first entry into the UK: is this Issue Date or Arrive Date? or doesn't matter?
3. Details of your time spent outside the UK: I haven't left the UK since I arrived. what should I put here? 0 days out of UK or from 07-03 to 04-04 out of UK? I am very confused about that period.

1. Yes.

2. Date of entry is very obviously the date you Entered the uk as the question states.
