I don't think anyone would know the answer, so maybe try searching the Lottery website Ts&Cs. I only know that you have to be a 'resident' of the UK and IoM, but what that means in immigration terms, I do not know.

Probably a low win, no one cares if it is a big one probably not
as resident does infer legal resident

I know you have to be a resident of the UK or the IoM to register on the web site to play online, but I don't think that matters if you actually buy a ticket in person.

If your win is more than £500 you need proof of ID. If you don't have this you need to get someone you trust who is legally resident to claim the money. For wins less than £500 which you can claim the money with your ticket only and no proof of ID is required.
