GTV: LORs and reference letters

Hello everyone,

I am planning to apply for the GTV (exceptional talent) route. Apart from other documents, these days we need 3 Letter of Recommendations (LOR) and have to satisfy 1 mandatory criterion and 2 optional criteria through relevant evidence.

Now, they say 'reference letters' that are essentially support letters from various people can be considered valid provided they are supported with relevant evidences.

My confusion is can these reference letters be from the same person who provided a LOR ?

For one of the optional criterion (criterion 4), they specfically mention that it cannot be but for other criteria they haven't explicilty said anything as such.
