That will take a while and a lot of money, since student visa isn't counted for naturalization and student visas are given for Lvl 8 courses or above.
Do the Bachelor's (4 years) or Master's (~2 years), one year of 1G to find a job, 4-5 years on work permit/Stamp 4, 1 year to wait for naturalization, while keeping the status... about 8-10 years? Maybe more, if there's a hitch at any point.
Unless this person wants to study indefinetely (Bachelor's, Master's and so on); won't fly in Ireland as it once again, doesn't count study time for naturalization. UK has ILR (LR) for that.

Not come on a student visa, marry an Irish person is technically the faster option, but since for obvious reasons that's not a solution for most people, finding a job and coming here on CSEP would also do - 5 years + a year to wait until you're naturalizaed.
