PBS Dependant - Doctor in Training

Are PBS dependants now allowed to work on Training jobs after the change from the Tier 2 to Skilled worker visa system. The application outcome on my wife's PBS visa application states she is allowed to study on this visa and hence triggered my curiosity

The rules still prevent dependents training as doctors or dentists. That has not changed.
