Form Res6 - Spouse of an Irish national

Hi everyone,
I hope I can get some advice here from someone who has submitted a spouse of Irish national form res6.
My wife is currently here in Ireland on a tourist C visa.
We were hoping we could apply for permission for her to stay on the basis she's married to an Irish national.
I've had conflicting advice on whether this is possible or not.
I contacted immigration and one person told me yes we can apply for permission to stay via form res6.
I contacted them again and a different person said no you cannot do this if you're on a C visa

I've noted some people on this board who have applied who were in my situation. I'm living in Ireland, my wife is visiting on a tourist visa multiple entry.

I hope to god someone can advise me as we're totally confused. Next step is asking an immigration lawyer but I'd prefer not to pay 200 euro for 1 minutes advice.
