How to apply for a EU Blue Card

What is the story with this new "EU Blue Card", can we folks in Ireland apply? or do we have to wait until 11 June 2011 till its made mandatory? Anyone has any news on it?

Britain, Denmark and Ireland will not take part in the Blue Card Scheme. They have decided to opt-out.
