Best HO contact number to ring for implementation of appeal

Can someone help me out with HO's contact number/address to ring for implementation of Tier 2 appeal decision, which was decided in my friends favour. The HO did not appeal against the Judges decision, hence the need for them to stamp my friend's passport. He needs it to help him send an Invitation package to his mother who wants to visit him.
