tier 4 visa refusal maintenance funds

Hi all
Sister just got refused a tier 4 visa because apparently she didnt have enough funds, but on the ubborderagency website it states that;

"Money needed if I have completed a course of study in the United Kingdom that was at least six months long in the past four months
You will only need to show two months worth of living costs if you have completed a course of study in the United Kingdom that was at least six months long in the past four months, and were in any of the following immigration categorie:"

My sister completed her undergraduate course less then four months ago in july, my question is should she do the admin review (it would be out of Belgium) or re-apply.
