Poor guy nothing. He brought his misfortune on himself by destroying his documents in the first place, and even now, if he took a proactive role in getting himself documented by the Moroccan authorities, they would probably issue one. He's just a liar and a cheat.

But it doesn't excuse the monumental failure of the UK authorities in dealing with the "undocumented illegals" problem, which arises from totally supine incompetence on the part of UKBA and its predecessors compounded with an obstructive and unhelpful stance by the Foreign Office.
