How many years of ILR (based on 5 yrs WP) to qualify?

How many years of ILR (based on 5 yrs WP) to qualify?

How many years one has to stay on ILR (which was based on 5yrs WP) in order to qualify to apply for the british passport? Is it 1 year or have they changed?
Suppose ILR was issued on 1st Jan 2010, can one apply for british passport on 31st Jan 2010?

It is still 1 Year subject to other conditions (not out for than 90 days in that year, no criminal convictions etc).

No, they can get it after 1 Jan 2011.
