Yellowcard rules for Romanians

Hello,could someone please help me.l would like to findout if the rules for applying for a yellowcard have changed.l have a Romanian national who has just been informed by her college that,she needs to provide bank statements,bills and letter from employer etc,in order for her to be issued with a yellowcard.She enrolled for a NVQ course in November 2009.She has been waiting for her yellowcard since,until today she got the news about all she still has to submit.Anyone familiar with this.

Charles, i don't think that is correct.

A "Yellow Card" is a Registeration Certificate issued to an A2 national (Bulgaria Or Romanian) who are exercising treaty rights as Self Employed, Student or Self-Sufficient person, confirming their right of residence in this capacity.

A Yellow card does not confer the right to work, neither do you need to provide evidence of employment to qualify for it, to the contrary.

Thanx a lot Obie,thus what we thought too,but somehow,she was foned by her college that the rules have changed,the HO is asking for the things l mentioned on the post.Hence l asked if anyone has heard of any rule changes,because l didn't see them anywere.lts kind of strange, but thus what she's been told she has to do by her college,before they issue her yellowcard.

Charles you don't seem to be getting the point clearly, or parhaps i am not explaining it properly, the Yellow card is issued by the Home Office following the presentation of the document below, attesting to him/her being a bona fide student.

College don't issue Registration Certificate for EEA national or A2 national to be precise. It is done by Home Office, and as far as i know that rule has not changed

A "student" is a person who is enrolled at a private or public educational establishment for the purposes of following a course of study, including vocational training.
4.5.1 Criteria
Caseworkers considering such applications must satisfy themselves that:

Caseworkers must satisfy themselves that the applicant is enrolled for the principal purpose of study on a course provided by a recognised education or training provider, In light of the fact that the Register of Education and Training Providers is no longer in use, caseworkers should refer to the relevant interim guidance. and

the applicant has provided evidence of funds available to him/her, such as a bank statement or a document confirming the receipt of a grant or scholarship. There is no set amount of money that is required by an A2 national, applications should be assessed on a case-by-case basis and should take into account such factors as income versus. outgoings.

the applicant has provided evidence that a course of study has commenced
