council tax benefit - awkward situation

i would like your advice on the following scenario...

lets say there are 4 people sharing a house. 1 is a foreigner on a visa which states "no recourse to public funds" and other 3 are british citizens. Lets say council tax of 1000 is to be paid. 4 house mates decided to divide the amount equally among themselves.

Now 1 of the british citizen lost his job and claimed council tax benefit. What happens now?

The foreigner... does it mean that he is actually receiving benefits as well? when in reality, he is paying his share seperately.

will appreciate your help.

I guess council tax still apply because 1 of the member does not qualify council tax exemption. There is 3 option

1)That 1 member pays all the council tax (doesn't seem fair)
2)All share the council tax
3)Ask that 1 member to move.....

I would personally also consider to.... Let it go as it is....

Go to your local council ask them this question. This is the best way to confirm.

local council hardly knows anything about immigration rules applicable to a foreigner. thats my opinion but yes thats one option, albeit last one.

This cannot be true. Local council are the one's who charge council tax and they HAVE to know about it.

well, they are suppose to know (atleast the person who was contacted regarding this) but they didnt.

Beside, i would want some sort of proof in writing that visa applicant will not be adversly affected due to his housemate claiming public benefit on the house he/foreigner shares.

They seem reluctant to do that...

thats whywe need solid proof to show them and get this letter incase required in future.
