1)EEA family permit should be issued free of charge and with an accelerated process.
2) EEA family permit is valid for 6 Months.
3) Yes you can apply for EEA family permit in Ireland.
4) Your Passport, Your wife's passport and your marriage certificate.
5)I don't know which visa can be quicker but it entirely depend on the visa officer that how long will he take.
